Criminals Editing Their Descendants’ Brains In The Womb

Prior to the end of criminal time travel, criminals would often edit the brains of their descendants in the womb, essentially giving them false, or even remotely acquired, experiences that would clue them in to their ancestors' criminal nature, and bring their future behaviors in line with criminal aims.

After criminal time travel ended, these processes essentially stopped working as intended, for a variety of reasons.

Since this brain editing / writing is no longer happening, the descendants of time traveling criminals no longer have the early-in-life training their ancestors, and their ancestors' technologies, assume they do, and their criminal-style strategies are not informed by thousands of years of successful time travel crime, and are mostly guessed at, based upon partially received communications.
