This instance of the planet Terra is over 250000 older than the point of the first instance of time travel here. Other instances (if inhabited) are generally, at most, 50000 years older than that relative point in time. Since this planet (as confirmed by the positions of the stars in this instance of the universe) is essentially always 200000 years older than would be expected, criminal technologies are hesitant to even contact this incredibly older universe, because of the higher likelihood of being detected by legal forces or other criminals in such an obviously older, and therefore more observed universe. Legal forces that are at all aware of any other instances of this planet almost immediately recognize the vast differences in ages and if motivated to contact this universe or deploy troops here by fraudulent data, can immediately see that the data they are acting upon is fraudulent, simply by observing the stars and contrasting their positions with the expected ones.
