Criminals Covering Up That Their Known Enemies Are On The Same Planet...

Criminals, who apparently have nowhere else they can go, covering up the fact that they personally know that their known time traveling enemies, other time travelers that they are familiar with and kill upon detection when able, are on the same planet as they are, so that they can continue to access their shared group technology, which access to would be cut off if it were known that they were exposing it to their known enemies' inspections. It is nearly asking to have that technology reprogrammed or attempts at access to be made by those other time travelers, by using it yourself on a planet that they can clearly see, and the fact that you don't leave that place or kill your obvious enemies, in and of itself, is essentially proof that you should be cut off from your shared criminal access.
