Time Travelers Building Transporters From Readily Available Materials

On worlds or planets that were not initially resource poor (such as lacking copper or petroleum) time traveling criminals arose often enough after building homemade transporters that did not have the anti-time travel safety mechanisms that were almost always universally required. Laws and restrictions were generally in place to restrict access to the materials needed to build such transporters, but once in the past, fewer of those restrictions existed, and it was much easier for time traveling criminals to hand build transporters for one-way transport at each stage of their travels. Such transporters use wormhole transport effects which are instantaneous, and literally millions of independent time traveling criminals arose from this planet alone and essentially all headed in different directions, and were often enough essentially followed back here by criminals they encountered elsewhere, who oftentimes were using slower transporter technologies, such as paraphasic transporters or foldspace Transporters, and essentially did not comprehend the massive numbers involved with high-speed, instantaneous time travel.
