There is frequently enough the belief that any who follow someone in having an identity are inherently illegal.
Beliefs that someone has been previously kidnapped or killed or arrested and transported lead individuals, such as the disenfranchised descendants of proven time travelers to believe many things, such as that anyone using an associated identity is inherently illegal and can be kidnapped or killed or arrested (among other things) at will. Generating the impression that such things previously happened often leads to people being attacked.
